Phil Starke is a dedicated professional with extensive experience in education and leadership. Currently serving as the Executive Director of Project Friendship Foundation, Phil has a history of strong commitment to promoting academic excellence and fostering holistic student development. With a robust educational background, he brings a wealth of knowledge to the organization.

Professional Background

Phil has held various impactful roles throughout his career, including serving as a Special Education Teacher, Career & Technical Instruction Coordinator, and RTI Disproportionality Specialist. At Bethune Elementary School, he facilitated and supported teachers in implementing classroom-based interventions to enhance students’ social, emotional, and cognitive skills. Phil has also overseen the implementation of Response to Intervention (RTI) models to improve student achievement.

Commitment to Inclusion and Professional Development

With a strong focus on diversity, equity, and inclusion, Phil has obtained certification in Diversity, Equity & Inclusion and has been dedicated to creating a supportive and inclusive environment for all students. he has also been actively involved in professional development, attending workshops and seminars to enhance leadership skills and stay abreast of educational best practices.

Kevin Stewart

Deputy Director

About Kevin:

With a distinguished career marked by service, mentorship, and a passion for empowering youth, Kevin Stewart serves as the Deputy Director of Project Friendship. His multifaceted background encompasses leadership in the military, education, and community engagement. 

Professional Journey:

Kevin’s commitment to mentorship began during his tenure as a Retired JROTC instructor for Atlanta Schools. In this role, he not only coached and taught but also guided cadets to secure positions in some of the nation’s most prestigious schools, including Military Academies and other high-profile universities. His impact on the lives of young individuals extended beyond the classroom, shaping futures and fostering success.

Military Leadership:

A distinguished 25-year career in the United States Army saw Kevin rise to the rank of Sergeant Major, where he held a pivotal role in overseeing all communications for the 3rd Army command. As the G6 Sergeant Major, he played a vital role in coaching, teaching, and mentoring both Officers and Enlisted soldiers. His commitment to mentorship extended beyond military walls, with numerous sessions conducted within the East Point community and Fulton County School system.

Education:

Kevin’s academic journey reflects his diverse interests and commitment to continuous learning. He holds a Bachelor of Science degree in Psychology from Western Michigan University, a Master of Business Administration degree in Human Resource Management from the University of Phoenix, and a Bachelor of Science in Cybersecurity from Saint Leo University.

Andra Grier

Treasurer

Andra Grier, born in Atlanta, GA on September 23, 1965, is the devoted treasurer of the Project Friendship Foundation, Inc. With a strong professional background and a commitment to community service, Andra has made significant contributions in various capacities.

Early Life and Education

Andra is a proud graduate of Benjamin E. Mays High School, class of 1983, and went on to attend Florida A & M University and Clark College. During his college years, he showcased his athletic prowess by playing football at both institutions.

Professional Background

With a career spanning over thirty years, Andra Grier has established himself as a prominent figure in the business world. He has been a 50% owner of Grier Brothers Enterprises Inc. since 1992. His previous roles included General Manager and Senior Manager at AMC Theatres in various locations, which showcased his leadership and management skills.

Community Involvement

Beyond his professional endeavors, Andra is deeply involved in community service and holds various positions within the Word of Faith Cathedral, where he is a dedicated member. Notably, he is an active Omega Psi Phi Fraternity member and has served as a State, District, and International delegate, showcasing his commitment to the organization.

Role as Treasurer

Andra Grier has been the Treasurer of Project Friendship Foundation, Inc. since 2022. He has been instrumental in raising awareness for diabetes and advocating for youth-focused initiatives. His involvement extends to various committees, including the Political Action Committee and Golf Committee, highlighting his dedication to fostering positive change within the community.

Andra is the proud father of three children, Jade A. Grier, Jordan A. Grier, and Julian A. Grier, who are each making their mark in their respective fields.

Daryl Rice

Secretary

Daryl Rice is a distinguished professional with over 30 years of experience in both military and civilian industries. As the Board Secretary of Project Friendship Foundation, Inc., Daryl brings a wealth of expertise in human resources, strategic planning, and operations management in global and domestic marketplaces. He has dedicated his retirement to service, channeling his passion for mentoring and volunteering into impactful initiatives that benefit the community. Daryl’s role at Project Friendship ensures compliance with state laws and policies.

Education and Training

Daryl holds a Master of Business Administration from Michigan State University, a Six Sigma Greenbelt Certification from Clayton State University, and a Master of Science in Human Resource Management from Central Michigan University. He also completed the United States Sergeant Majors Academy and earned a Bachelor of Science in Human Resource Management from Saint Leo College. Daryl has received various training and certifications in areas such as Information Technology Security, Contracting, Negotiations, and Labor-Management Relations from esteemed institutions and organizations.

Volunteer and Community Service

Daryl has made significant contributions to the community through his volunteer work. He has planned and developed numerous activities and special events for over 50 kids through the foundation’s organizations. Additionally, he volunteers monthly for the Adopt a Highway Program and supports the annual Football Recruitment Summit, which reaches over 150 kids. His involvement in the Talent Hunt and the STEM programs has been nationally recognized, and he provides weekly guidance and support to underserved 6th-8th grade males, promoting team building and unforgettable experiences.

Daryl has achieved significant milestones throughout his career, including a seamless transition from United States Army management roles to General Motors production management roles. He played a pivotal role in negotiating and implementing a team concept that increased productivity and reduced supervision. Furthermore, his coaching efforts substantially decreased hostile work environments and monthly claims.

Daryl’s commitment to service and extensive professional experience make him a valuable asset to Project Friendship Foundation, Inc. and the South Metro Atlanta community.

Chuck Wiley

Member at Large

Chuck Wiley is an accomplished professional with a diverse background in athletics, education, and community service. With 20 years of experience at the professional, collegiate, and high school levels, Chuck has made significant contributions to the sports industry while also being actively engaged in community development and youth mentorship.

Professional Experience

Chuck has an extensive background as a high school coach, defensive line coach, and sports-specific trainer. He served as the lead defensive line coach for Nike football training camps and as a SPARQ trainer for the Nike football scouting combine. Chuck’s professional football career in the National Football League with the Panthers, Falcons, Vikings, and Giants further enriched his expertise in sports and fitness.

Youth Mentorship and Community Service

In addition to his work in sports, Chuck is deeply committed to youth mentorship and community engagement. To promote higher education, he has hosted annual HBCU College Fairs, organized youth symposiums on life skills and education, and conducted college tours. Chuck’s involvement as a board member and leadership specialist for the Andrew & Walter Young Family YMCA underscores his dedication to community service.

Chuck has played a pivotal role within the Omega Psi Phi Fraternity, serving in numerous leadership positions and spearheading impactful initiatives such as the Omega Football & Cheerleader Camp, voter registration drives, and initiatives promoting literacy and education.

Chuck holds a Bachelor of Science in Pre-Physical Therapy from Louisiana State University, a Master of Science in Sports Management, and a Doctor of Education in Higher Education Administration and Leadership. His commitment to academic excellence and student well-being is evident through the creation of an annual academic scholarship for high school seniors and his involvement in free health screenings for underserved youth and families.

Chuck’s outstanding service has been recognized through various awards, including the President’s Volunteer Service Award, Region and State Assistant Football Coach of the Year, and the Dr. Walter Young Day of Service Award.

His dedication to uplifting communities and empowering youth exemplifies his unwavering commitment to excellence and service.

Mike Yancey

Member At Large

Michael Yancey is a seasoned professional with a strong background in technical training and development management. With his extensive experience in the field, Yancey has made significant contributions to various organizations, demonstrating a keen ability to plan and execute training programs effectively.

Professional Experience

During his tenure as a Senior Technical Trainer at Raytheon Corporation from October 2017 to April 2018, Yancey spearheaded the planning and operations for Afghan Special Mission Wing units in support of Combined Joint Task Force Special Operations Task Force (CJSOTF) and Afghan National Army Special Operations Task Force (ANASOC). His responsibilities included conducting comprehensive training courses, designing technical training programs, and developing user manuals to support training. Yancey also meticulously collected and analyzed course evaluations to ensure the effectiveness of training sessions and prepared reports for senior-level personnel and management.

Prior to his role at Raytheon Corporation, Yancey held a similar position at CSRA Corporation from January 2016 to October 2017, where he exhibited his expertise in planning and executing training programs for the company’s applications and systems. His dedication to developing effective training curriculums and addressing the needs of all levels of employees highlights his commitment to providing high-quality training experiences.

Yancey’s earlier experience as an S4 Trainer/Mentor at Raytheon/Pulau Corporation from November 2010 to March 2014 showcased his proficiency in logistic planning and operations for Afghan Special Operations units. His contributions included developing curriculum based on US Army transportation and logistics doctrine, establishing logistics training programs, and implementing measures to enhance mission productivity through effective logistics management systems.

Education

Yancey holds an MBA in Leadership Management from Ohio Christian University, underscoring his commitment to continuous professional development. He also earned a B.A. in Social Science from Chaminade University of Honolulu, Hawaii, and an A.A. in Art from the same institution. Additionally, he completed an A.A. in General Education from Fayetteville Technical Community College, N.C., demonstrating his dedication to academic excellence and a well-rounded education.

Steve Thomas

Member At Large

Steve D. Thomas is a dedicated professional with a diverse military leadership, education, and community service background. As a Board Member at Large for Project Friendship Foundation, Inc., he brings a wealth of experience and a deep commitment to serving and empowering young people.

Education and Military Career

A native of Shreveport, Louisiana, Steve graduated from Green Oaks High School in 1981. He pursued his undergraduate studies at Southern University and A&M College, Baton Rouge, where he earned a Bachelor of Science degree in Computer Science. Later, in 2000, he achieved a Master of Arts degree in Human Resources Development from Webster University in Missouri.

Steve’s distinguished military career spanned 23 years and 8 months of Active Federal Service, culminating in the rank of Lieutenant Colonel. His extensive military service included various command and staff positions, from company-level operations to strategic operations. He was awarded numerous accolades, including the Legion of Merit, Bronze Star, and Meritorious Service Medal with Silver Oak Leaf Cluster.

Community Involvement and Leadership

Beyond his military career, Steve has been an active member of the Omega Psi Phi Fraternity for over 36 years, holding various leadership roles within the organization.

His commitment to community service is further exemplified by his tenure as the Executive Director of Project Friendship from 2016 to 2018. His leadership and dedication have positively impacted the lives of many young individuals within the community.

Entrepreneurship and Family

Steve is a dedicated professional and a proud father to his daughter, Allonah Thomas. He currently serves as the founder and Chief Executive Officer of Thomas and Associates, LLC, showcasing his entrepreneurial acumen and commitment to excellence in business.

Steve D. Thomas’s multifaceted background, encompassing military service, community leadership, and entrepreneurial ventures, reflects his unwavering dedication to making a meaningful difference in the lives of others, especially the youth of South Metro Atlanta.

Dr. Henry Washington

Fundraising Manager

Dr. Henry Washington III is an accomplished professional with a diverse background spanning military leadership, law enforcement, program management, and youth mentorship. Currently serving as the Fundraising Manager for Project Friendship Foundation, Inc., Dr. Washington leverages his extensive expertise to drive impactful initiatives and secure vital funding for the organization.

Program Management

As the Chief Executive Officer and School Outreach Director at HW3 Foundation, he oversees the management of the Junior Reserve Officer Corps inductees and scholarship recipients, preparing over 2,300 students for college and careers through academic tutoring, mental health support, physical fitness, and leadership training.

In his role as the Program Development Director at ARROWS Youth Management Program, Dr. Washington successfully redesigned and coordinated the Summer Leadership Program, increasing program registration by 10% and enhancing program visibility through strategic marketing efforts.

Previously, as a US Deputy Marshal/Investigator at the Fulton County Marshal Department in Georgia, he played a crucial role in law enforcement activities, including enforcing court orders, warrants, and precepts and confiscating drugs and fraudulent credit cards.

Education and Professional Background

Dr. Washington holds a Ph.D. in Business Management (Strategic Leadership) from Trident International University, Liberty University, Michigan State University, an M.B.A in Business and Security Management from Webster University, and a B.S. in Criminal Justice from Savannah State University/Georgia Southern University.

He is certified by the Occupational Safety and Health Administration (OSHA) and qualified as a Leadership Bootcamp Instructor. He is proficient in business management, strategic leadership, emergency management, and program development.

Additionally, he holds certifications/licenses as a Law Enforcement Officer, Marshal, Private Investigator, and mixed martial artist.

Dr. Washington is the author of two books, “American Hero; A Soldier’s Story from Combat to Cancer” and “A Treasure Chest of Life: The Peace Within,” and is actively involved in various organizations including the Omega Psi Phi Fraternity, Inc., Million Veteran Program Committee, and the Military Officers Association.

Dr. Henry Washington III brings a wealth of experience and a passion for community service to his role as a Fundraising Manager. He is committed to fostering positive change and creating opportunities for the betterment of society.

Ronnie Davis

Endowment Coordinator

Ronnie Davis is a Service-Connected Disabled veteran and Davlin Development, LLC president. He is an Entrepreneur and Engineer skilled in Construction, Project, and Construction Management, and a Personal Development Coach with John Maxwell. He is also an Author, Professor, Substitute Teacher, and Leadership Developer. Previously, Ronnie spent 31 years serving in the United States Army, first as a private and then as a commissioned officer with the Corps of Engineers.

Education Background

At Alabama A&M University, he earned a Bachelor of Science degree in Mechanical Drafting and Design Engineering. In addition, he obtained his Master of Science degree in Urban System Engineering-Construction Management from George Mason University. He is a life member of Omega Phi Psi and still actively participates in their outreach events.

Community Service

Using his work and education experience, Ronnie fosters and educates youth. He volunteers with his local Boy Scouts Exploring Engineers program, mentoring and teaching high school students from all over the world about Engineering. When he is not busy with these activities, Ronnie is a soccer, basketball, and football coach. He is also the security coordinator at his 3,000-member church. He also loves to spend his free time with his wife and their son.

Robert Mosby

Endowment Coordinator

Robert Mosby, Jr. is a distinguished professional with a wealth of experience in accounting, tax, and fraud examination spanning over 45 years. Currently serving as the Controller at McPherson Implementing LRA, Fort Mac LRA in Atlanta, GA, he plays a pivotal role in the redevelopment of the historic Fort McPherson 3rd Army base, which now houses Tyler Perry’s renowned state-of-the-art studio, the largest film studio in the United States.

Entrepreneurship and Community Service

In addition to his role at McPherson Implementing LRA, Mr. Mosby is the proprietor of the Legendary Tax Group and the Mosby Accounting Group, providing expert tax and accounting services. Leveraging his expertise, he also serves as the Financial Secretary on the Board of the Tuskegee National Alumni Association, where he is an esteemed alumnus.

Furthermore, he has held the position of past president of the Atlanta Tuskegee Alumni Club and served as a Board member for Scholarships for Alumni of Lambda Epsilon Foundation (ALEF), demonstrating his commitment to educational advancement and philanthropy.

Education Background

Mr. Mosby holds a Bachelor of Science in Accounting from Tuskegee University, a Graduate Certificate in Accounting from FIU, Miami, and an M.B.A. in Accounting and Finance from AIU. His professional credentials include the Certified Fraud Examiner Certification (CFE) and the Enrolled Agent (EA) designation, showcasing his dedication to upholding the highest standards of integrity and professionalism in his field.

Personal Life

A life member of Omega Psi Phi Fraternity, Mr. Mosby has been deeply involved in the fraternity since his initiation at Lambda Epsilon in 1978, receiving recognition for his 45 years of service. His commitment to service also extends to his personal life, where he is married to Lisa Harvey-Mosby, a Certified Speech Language Pathologist.

Hailing from Anniston, AL, Mr. Mosby’s professional accomplishments and dedication to community education serve him well in his role as the Endowment Coordinator for Project Friendship Foundation, Inc.

Thomas Toomer

Financial Advisor

Thomas J. Toomer brings over three decades of senior executive leadership experience from the US Military and the corporate environment to his role as a Financial Advisor at Project Friendship Foundation, Inc.

His passion for driving profitable growth, reducing expenses, and community engagement has been a hallmark of his career. With a unique multidisciplinary background spanning economics, finance, international humanitarian efforts, and strategic operations, Thomas is a deeply valued team member known for making key decisions, connections, and recommendations to executive leadership and key committee chairpersons.

Background and Experience

A native of South Carolina, Thomas attended South Carolina State University on a ROTC scholarship, earning a BS in Accounting. He continued his professional education at Syracuse University, obtaining an MBA. His military education includes completion of the U.S. Army War College, U.S. Army Command and General Staff College, and the U.S. Army Comptroller Program.

Thomas has served in various leadership roles within the US Army, culminating in over two decades of experience.

Transitioning to the corporate environment, he garnered 12 years of experience at all levels of accounting and operations, including roles as Chief Operating Officer (COO) and Chief Financial Officer (CFO).

Humanitarian Work and Professional Affiliations

During his service, Thomas conducted humanitarian operations in Jordan and Syria, kindling a deep passion for charitable work. He has spent the last decade contributing his expertise to Project Friendship as their Accountant, Tax, and Operations advisor. Thomas is an innovative, visionary leader who seeks smarter, faster, and better ways to accomplish goals through technology and people.

Thomas is an active member of several professional organizations, including Omega Psi Phi Fraternity, Inc., the National Society of Accountants (NSA), the American Society of Military Comptrollers (ASMC), the Military Officer Association of America (MOAA), and the Veterans of Foreign Wars (VFW).
